>> a marin sheriffs deputy killed in a domestic dispute. how family and friends are honoring him today. drivers may have already noticed some of the newest editions to the eastern span of the bay bridge. we'll tell you what is going on with construction and what we will see happen here. plus it is still no go for the republican debt plan. the situation facing lawmakers in washington as the debt clock ticks down. the morning news continues. good morning, to you. welcome to friday, july 29th i'm dave clark. >> and i'm pam cook. let's start with a quick look at weather and traffic starting with steve paulson. how is the weather? >> it looks like a lot more fog today. by the coast it hasn't changed much. inland temps will still be sunny or warm.

more of a peril breeze. could be a liberty drizzle -- could be a little drizzle if you get close to the water edge. if you driving to the bay bridge it looks good. also this morning we are looking at the commute coming up to the san mateo bridge. that traffic looks very nice heading out to the high-rise. at 6:00 let's go back to the desk. sal, thank you. in news from overnight one person is in critical condition after being shot in west oakland. this happened last night at 10:00 near 19th and ad line street. we don't know the name of the victim no arrests have been made. tonight family and friends will hold a vigil for the good samaritan known as brother john. 29-year-old paris powell viz shot. he later died from his

injuries. huswife was injured in that same a-- his wife was injured in that same attack. the bullet is still lodged in her upper arm. but she says her emotional pain is far greater than the physical pain. >> i keep wracking my brain who could do this and why? i want the person who be caught. i want him to be caught. i mean, he didn't deserve it. he didn't deserve it. >> now the woman's three-year- old daughter was also hit by a bullet but was not seriously hurt. she is also expecting the couple's child. she is four months pregnant. your time is 6:02. there is actually progress you can actually see on the construction of the new bay bridge. ktvu allie rasmus is joining us live. she is on treasure high land with what is being cut in place. >> reporter: it's called a cat

walk. the last of four of them will go in place sometime in the next couple of weeks. if i step aside we can get a better view of the cat walks. there are three of them instead l already. three of them were installed already. the three of them attached to the top of that tower on the new eastern span of the bay bridge. we also have video to show you of the cat walks in full daylight. they are the reddish orange strips. iran workers will be walking on the cat walks. they will use them to install the main suspension cable on the new bay bridge. workers will be attached to the cat walks with ropes and harnesses. in some areas they be doing their work at a very steep 35- degree angle. now again the last of four of these cat walks is supposed to be in place sometime by the end of the month or early next month. we will be hoping to talk to cal tran to find out what is happening next in the next phase of construction. we don't know if immediately

after the last one is open than the iron workers will start stringing the suspension cable along. or if there is any other work you need before that. time is 6:03. as of right now still no agreement to tell you about on a plan to raise the national debt limit after republicans canceled a vote last night. speaker boehner has called for republicans to meet again this morning to get enough support from hold outs in his own party to pass it. coming up at 6:15 we'll have a live report from our washington, d.c. newsroom with the outlook for a deal before the deadline of next tuesday. back here at home, a new state audit of the university of california system says uc spends less money per student at campuses that have large numbers of african american and latino students. now uc president mark udolph

calls the racial implication here unwarranted. campuses with large numbers of graduate students and science students get more funding because those programs are more expossessive. he also calls into question a billion dollars spent each year. that is categorized at mississippi services. pg&e will -- the public utilities commission ordered pg&e to remove an eight-foot section of the pipeline as part of its investigation into the blast. eight people were killed. 37 homes destroyed last september. investigators will be looking at the pipe's welds for any defects. according to a preliminary ntsb report on the blast, the explosion occurred along a seam

weld. the california supreme court is not waisting any time. the court will hear the case in september on september 6th. we'll decide if they have -- former governor arnold schwarzenegger and jerry brown refused to challenge a federal court ruling strikes down that voter approved ban. 6:05. we have developing knews right now from the east bay. ktvu jade hernandez just arrived on the scene of a warehouse fire in oakland. let's go to jade right now. what do you know? anybody been hurt? >> there was a firefighter that was hurt but he wasn't hurt seriously. i can show you there is a ladder lining a against a building with the fire broke out around 5:19. this is a one alarm fire. there is storage inside. it doesn't look like the

building is active. the stair starts oned second floor of the back area of the billing. two extra engines are are out here this morning. >> we have one firefighter that injured his hand while battling the fire. he's been transported to the hospital. it seems like a minor to mild injury. >> reporter: tell us what you saw when you arrived this morning. >> when we first got here we had a little difficulty locating the fire. we knew there was fire because of the smoke. >> reporter: you said the cause is still under investigation. a little hard to tell where it may have originated. >> we've got it down to the point of origination nonnow we are in the process of investigating it to see if it was intentional or accidental. >> reporter: thank you very

much. giving us the latest on the fire. we are live near 30th and adline. the california electric company they told me there is storage inside a lot of equipment but it doesn't look like it's active at this point. only one minor injury a firefighter it looks like he cut his hand on a window. we'll have more on this coming up. reporting live jenn. 6:07 is the time right now. is that effecting anything in the traffic? >> only in one street. you can go around it. it's not a major delay. let's check a look at commute in marin -- also the morning commute at bay bridge a small delay. about five minutings. the metering lights should be on soon. contra costa county there is metal in the lanes.

unfortunately a lot of cars have pulled over and have flat tires. if you drive on highway 4 maybe you should consider getting on highway four after railroad avenue. just to be on the same time. if you are driving into western contra costa county the traffic there looks pretty good. and then we go to livermore, the traffic on westbound 50 looks good. i want to remind you that there is a car into the power pole in santa clara. we have been reporting this for awhile. federal expressway at lafayette street. it's a good area to avoid in santa clara. let's go to steve. all right, sal, thank you. i was taking a look at the low clouds. wrestling a lot with the temperatures today and looking at the -- i was looking at black dime. yesterday at this time it was 72-degrees and now it's 67. when the lain areas cool down

you see it at fairfield with the wind picking up but with the higher elevations. it looks like everything is coming in place. instead of 90s a lot more 80s. if you are heading up in. for us the fog continues to ramp up. 56 fight foal with -- napa is in there. san rafael. low 60s many redwood city. low clouds are making it into the san ho sop proper. because they have a great web cam. it has been on the frits but they fixed it. 55 santa rosa to start off. 55 at noon. 78 for the high. i have been wrestling all day long with these temps up in napa and santa rosa. it just looks like there is too

it. morgan hill and gilroy upper appointments. 79 for sunny vail. 75 minute low park. 64 in san francisco. in fact, san francisco's temperature has be coming down the last two days. thank you. time now 6:11. funeral services scheduled today for the marin county sheriffs deputy killed off duty more than a week ago. jim mathiesen died last tuesday while trying to resolve a domestic dispute between a family friend and exboyfriend. he was unarmed when the exboyfriend shot and killed him. today's funeral begins at 11:00 a.m.. it's right near the civic center. the service is hope to the public. she said she was pregnant but didn't know it. how an indiana woman could be facing charges. after one of her twins died during birth. also firefighters are sounding

we've got on update from a star roy for story from alameda. they warned city officials not to take away its water rescue program two years before a man committed suicide off of crown beach. that is according to today's

oakland tribune. they did not rush in to save the man because they did not have proper certification. since then the city of alameda has certified 20 firefighters for water rescues. chaos at the u.s. capitol. house speaker john boehner is scrambling for support. as alison burns reports, that is after conservatives forced him to call off a vote last night to raises country's debt ceiling. allison. >> reporter: pam, first i want to tell you we found out president obama is going to be speaking out about all of this in just about an hour. in the meantime, house speaker john boehner is not giving up. he's meeting with house republicans as group this morning and he will try to push ahead again today with a vote on his plan to raise the country's debt ceiling. the speaker failed last night to rally support for a vote. conservatives are demanding more spending cuts. now with the threat of the u.s. defaulting in a few days for the first time in history, some

democrats say it's time for president obama to use his executive power and lift the debt ceiling on his own. >> there is a fail safe device. amendment 14 to the united states constitution said we're going to pay our bills. >> reporter: i talked about it to one of the presidents' aids yesterday who said white house lawyers are rejecting the idea. >> there are no off ramps we can use and that is why our focus has to be on working with congress to get through this and get an agreement in place by next week. >> reporter: democrats are rallying behind a plan from senate majority leader harry reid to raise the debt ceiling through the next presidential election. the question is now can they get any republicans on board? reporting life from washington, d.c. alison burns ktvu channel 2 news. this morning president obama will announce new fuel efficiency standards for cars sold in the u.s.. the new rules will require cars and pickup trucks model years

2017 through 2025 to get 55 miles an hour. that is double the current levels. the president is set to announce the new standards at 7:30 this morning. we will follow that live coming up on mornings on 2. your time now 6:17. japan's prime minister announced a plan to scale back on nuclear power and use more solar energy as well as other renewable power sources. this is a reaction to the tsunami that damaged a nuclear power plant. earlier this month the japanese prime minister called for a complete phase out of nuclear power. that was opposed by other members of the japanese government. a federal court is waving the statue of limb stations for a brother who suing the oakland police department over the death of her son. we want to show you video of gerald montoya. this is an interview she did with ktvu.

she believes oakland police beat her son to death after his arrest on drug charges. the official police report mentions no use of force during that incident. yesterday the court ruled an alleged police cover up prevented montoya from filing the suit within two years of her son's death. time is 6:18. prosecutors in indiana haven't decided yet if they are going to file charges against a woman who's child died after she gave birth over a toilet. the woman's name is betsy dalton. police rushed to the motel after the baby's father called 911. >> okay get a towel and very carefully place the baby on the towel. are the babies breathing both of them? >> one is. >> now the father told police the woman told police she didn't know she was pregnant. police weren't able to revive one of the babies but the other we're told is expected to make a full recovery. police say dalton and the

father of the twins are both mentally challenged. it's 6:19. we want to go back to sal to check on the commute. >> good morning. traffic is moving along pretty nicely in many areas. let's start off with a look at interstate 880 which could be a problem. this morning it's not northbound traffic looks good from the oakland border all the way up to downtown and to the mccarthur maze. we're at the bay bridge toll plaza. there are some lanes that are a little bit slow. the metering lights are not on just yet. actually they just came on. there will be a little bit of a slow down but not a major one. if you are driving in the south bay as we look at the freeways there, 280 may be a little bit of slowing here and there. the rest of the freeways are checking in okay. if you are on the peninsula southbound 101 and southbound 280 both look pretty good as you head south. 6:20 let's go to steve. thank you, sal. on this friday morning we have a low cloud deck that is ramped up a little bit.

the sea breeze decided to show itself a little stronger today. the low clouds will keep temperatures in the 60s and 70s. when you get to the coastal hills it will be toys and 80 -- it will be 70s and 80s. so be advised if you are heading in that direction some thunderstorm activity is possible later today. we might see clouds off in the distance. i don't think it will do much here. 50s and 60s there is a no doubt about it sea breeze which has picked up. out to the delta that is a sign that temperatures will come down. afternoon highs anywhere from 50s to 90s. antioch still in there anuclear lake. it lake -- in there clear lake.

also working on digital textbooks. right now digital textbooks account for 5% of the college market. but i thought since the ipad came out that is the biggy. if you can carry around an ipad instead of -- an ipad instead of the huge books, they will do that. another reason to keep an eye on at & t park. a falcon may earn its wings. the company that makes tylenol wants consumers to take less of their pills. >ú

westbound 24 traffic is moving along very nicely. doesn't look like a friday commute here. it looks like a sunday morning commute. we'll tell you about the commute straight ahead. johnson & johnson is worried that people that take overdose of -- most people are not aware that it's also in many prescription drugs. so the company is changing its labels to show six pills a day is the maximum recommended dose

of tylenol. that is down from eight pills a day. 6:26. the giants may soon have a hired gun to get rid of the annoying sea gals flying at at ann t park. they may bring in a falcon to chase them away. they have become a real headache at the ball field. they flock to the playing field shortly after the final out of the day and eat up all the popcorn, pizza, and garlic fries that kill find. carlos beltran. he was hitless by the way in his debut last night. but the giants still beat the phillies 4-1 after a great pitching performance by tim lincecum. he started the game in right field. the giants started a series against the reds in cincinnati tonight. california law enforcement are not happy with governor brown instead of illegal pot it's the i rat case program that is getting eradicated.

it does not look like a good day. you can see the lower part of your screen. dow jones off 60 points. that is because of disappointing economic news. >> think good thoughts. we'll smile and say good morning, to you. thank you for joining us here on the ktvu morning news. it's friday, july 29th i'm dave clark. >> and i'm pam cook. we have developing news to tell you about. this is coming from oakland. a firefighter was hurt minor injuries battling an early morning fire. jade hernandez has been out there. she is talking to investigators. any idea on how this fire started and where are you? >> no, they don't have an idea just yet. firefighters do know where this fire started. firefighters are still out here at the point and the fire started in this brick building you see right here. it says california electric company on the front of it. this one alarm fire had two extra engines pulled in including one from emery vail. one firefighter was hurt. we understand he may have

caught his hand on a window. we want to take you inside this building right here. the fire broke out near 30th and adalin at a building that says california electric company. the chief told us it was secured so -- so well it was hard to gain access. they have an investigator out here. they are looking into whether or not this was an accidental fire or an intentionally set fire. at this point, firefighters are calling this an accidental fire. but when firefighters arrived there was one injury that firefighter as we mentioned earlierer was cut on his hand. i want you to listen to what the battalion chief says about this morning's fire. >> we found the point of origin. by our standards it's a realtively small area of fire but it's in a back corner which is why it took longer to get there and get the fire out.

now we're in the process of determining whether that fire was accidental or intentional. >> reporter: as i mentioned earlierer, firefighters are at this point think this may be an accidental fire. we will keep you posted. right here it's shut down. we will let you know when this road reopens. reporting live jade hernandez. time is 6:32. tonight in oakland a vigil will be hold for the good samaritan called brother on. he was shot thursday morning when he was serving food to the homeless. his wife was injured in that same attack and last night she showed us the bandage from her gunshot wound. the bullet still lodged in her upper arm. but she says her emotional pain is even worse. >> i keep wracking my brain who could do this and why? i want the person to be caught.

i want him to be caught. he didn't deserve it. >> her three-year-old daughter was also hit by a bullet but was not seriously hurt. today prosecutors are expected to release critical new evidence in a mysterious cold case in the south bay. jeanne harms disappeared ten years ago this week. she is presumed dead but her body has not been found. harm's brother shot and killed nezmay and shot and killed himself. this morning a judge in marin county will decide if joseph naso should get public money for legal help. naso says he's not been able to access his bank accounts and can't find a private lawyer who is willing to work for free.

prosecutors contend naso should not receive public aid because he has $1 million in liquid assets. the 77-year-old murder suspect made a lot of money during his years as a pree free lance photographer. the state of california is canceling a program to eradicate illegal marijuana. now in the past 28 years the campaign against marijuana planting has cut down more than 20 million marijuana plants including more than four million last year. the bay citizen is reporting that program itself will now be eliminated because of budget cuts. recent pot raids targeted fields near santa rosa and gilroy. one marijuana farm has been found in the east bay park where someone fired shots at a regional parks police officer earlier this week. you can see the swat teams there searching the park. this was on tuesday and wednesday. police say they found shell casings from that shooting and a marijuana grow site as well.

it's still not clear if the shooting and marijuana growth are related. there has been a major new finding in a fatal shooting that has ignited a controversy in san francisco. it took place in the bay view district nearly two weeks ago. we'll have that story coming up at 6:45. an argument involving at least 20 people in union city is now being blamed for a shooting. that happened yesterday afternoon on fourth near d street. an 18-year-old suffered a gunshot wound and had to be taken to the hospital. his injuries are called nonlife threatening. police have arrested several people. a fundraiser car wash is scheduled tomorrow for missing nursing student michelle le. it comes a few days after a rally in her honor. earlier this week they held that. le was last seen two months ago at hayward kaiser hospital. the car wash will be held at

the sizzlers. proceeds will be donated to the reward fund that stands at $100,000. 6:36. and friends and family members of the uc berkeley grads detained in iran is staging a protest in new york city demanding their release. this sunday will mark two years that shane bauer and josh fattal were arrested while hiking around the iran-iraq border. iran's chief prosecutor said a final decision about their case could be made at that hearing on sunday. 6:37 is the time right now. back over to sal to check on the commute. any trouble spots, sal? >> we do have the one we have been telling you about. a car ran into a power pole with minor injuries. it's a good area to avoid. let's take a look at what we have in the south bay on 237. you can see traffic is moving along okay here. the morning commute is going to

be doing very well on bay area ridges so far. tara moriarty bridge you can see for yourself. the traffic looks pretty good. this morning if you are driving when you get over to the peninsula northbound 101 it looks good to the airport. it looks good out of san francisco and going the other way. there is a lot going on. not only do we have a bigger fog bank. there is a screaming sea breeze gusts about 30-35 miles an hour. the higher elevations are running 5-7 degrees cooler. 1500 to 2,000 feet. i have been doing this a long time. when you see that, that tells me inland temps will come down. they will come down 3-5 degrees. the coast has been in the fog and the 60s all week long. santa cruz usually breaks through that fog. they have been 60s the last couple of days. low clouds and fog. there are higher clouds. tropical clouds wrapping around

the high which are filtering in a little bit. it's more off toward the east. mainly the sierra and a possibility of thundershowers up there. be advise byes by that if you are driving in that direction. low to high clouds on the weekend. mainly low clouds. 60s to 80s. we will be getting out of those 90s. next week looks like a cooler pattern. first week in august. you will see a lot of that tropical clouds wrapping back around. some of that thunderstorm activity along the crest of the spine of the sierra. it's inching northward. for us the low clouds what we have there means cooler temps. 56. 55 napa san rafael santa rosa. low overcast has made its way to cordelia. 59 in san jose.

santa rosa maybe you are heading up to the fair and as you know this time of year can be hot. i mean hot. we are going 78 today. 55 and then 65 at noon. very comfortable. a wind out of the west, southwest gusts 20-35. east, southeast san jose. you can see the tropical clouds right there starting to work their way up. some will drift over as they will start to kick off toward the west as lower pressure settles in. it won't be as favorable. but today, it's a fine line there. so fog increasing cool to mild to warm. inland temps quiet pattern. some 90s well inland. i mean really far inland. fog, sun, and breezy. windy bay and delta. that translates into anywhere from 50 to toys near the beaches. 70 petaluma. 89 fairfield. i may drop that degree or two.

they are the reddish orange strip. those are the so-called cat walks. cal tran has installed three of them. you can see three of them right there. they are supposed to install the fourth and last one sometime at the end of this month. if we zoom in for you you can see the cat walks are flat. they are like that for a reason. they will have to walk on the strips so they can install the cables for the eastern span suspension bridge. once the cable is up it will be 4,000 above where the cat walks are. that main cable is more than a mile long and made up of thousands of smaller cables but we have been tolds work in stringing that cable is supposed to start later this year. reporting live on treasure island allie rasmus ktvu channel 2 news. thank you. time now 6:46. san francisco police say they

have recovered the gun that is at the center of a controversy. an ature video this one here shows the weapon at the scene of the shooting in the bay view district almost two weeks ago. bow listics later -- ballistics later show that kenneth wade harding killed himself with his own gun while running from police. the gun went off during a shootout z z z shootout with police -- shootout with police. thousands of people gathered in an assembly hall to pay their respects to 76 victims. the prime minister says norway will survive this tragedy despite being hit by evil. police this morning are also interrogating suspect anders breivik for a second time. he admits to bombing government buildings and shooting up an

island youth camp last friday. authorities today announce every victim has been identified. meantime, gun control advocates are blaming lax american laws on part of the norway massacre. breivik wrote in his 1600 page manifesto that he bought 10, 30 round ammunition clips from an undisclosed american supplier. casey anthony is still in hiding after a jury acquitted her of killing her two-year-old daughter caylee but she may be ready to go public for the right price. she is shopping around for the first interview. her price $1.5 million. other offers are also coming in. larry flint is offering anthony half a million dollars to appear nude on the pages of hustler magazine. 6:48. let's go to sal. what do you see out there or is it friday light? >> some areas are light dave

and pam. let's go out and take a look at what we have with the peninsula. it's a nice looking drive. there is a little bit of slow traffic on 92 heading away from 280 eastbound which is typical as the traffic kind of slows down there. but 101 and 280 themselves are looking good. if you are driving to the south bay we are off to a nice start here on 85, 87, and 280. let's take a look at the sunol grade. 280 looks nice if you are on 580. and a lot of people use 237 to cut across the valley and dave mentioned it a little bit of friday light action going on here. let's go to steve. telecommuting there, sal. >> yeah. >> happy friday everybody. we had an interesting week. it started cool and then warmed up on wednesday. what about the coast? not really. inland temps got in the mid 90s. there are still temperatures that are hot. but now areas like vacaville,

gilroy, morgan hill they are starting to come down. and also tropical cloud cover continues to work its way up. up toward tahoe, truckee, and the sierra. if you see those, that is where they are coming from. what is also happening the fog bank is really getting recharged. in a big way. 56 fairfield. they've had gusts to 30 miles an hour out of the southwest. livermore 57. low 60s for some but a lot of mid 50s for others. and in some of the hawaiier elevations the fog is lifting. there is gusts to 35 miles an hour. you get up around 2,000 feet temperatures are running cooler. so it will still be sunny. it will still be warm but not as warm in the past couple of days. a little system will continue to work its way down here and that will take a lot of the tropical moisture and kick it out of here. not until probably sunday. in the meantime the fog is

welcome back. tiger woods is playing golf again next week. he announced he would play at the bridge stone invitational. tiger has fallen to number 21 on the world rankings. that is his lowest ranking since 1997. he hasn't won a major golf tournament in 20 months. calling all garlic lovers.

the annual gilroy garlic festival kicks off today. the three-day event features cooking demonstrations, live entertainment, and a lot of food made with garlic. organizers plan to donate a quarter million dollars to local charities. everything begins at 10:00 this morning. the garlic festival runs through sunday. bart riders will not be able to bring their bikes on trains during the peak commute hours. they reject the proposal saying there is not enough room to accommodate bikes during the morning and evening rush hours. let's go to sal. what happened in san jose? >> it's a new crash involving a motorcycle. we have it on our camera. we have the slow down on our camera. it's brand new. and you can see the traffic is going to be slow here. taking a look at 280 from the san jose downtown area you see it it's light now. it will not stay that way for long. we'll check back to see how the crash does effect 280 later on.
